Katie Legerski, Executive Director 

Legerski grew up in Lander, Wyoming and attended the University of Wyoming where she obtained a BS in Applied Mathematics.  She is a Leadership Cheyenne and Leadership Wyoming graduate. She has over 30 years of experience managing local state and federal issue and has worked for Congresswoman Barbara Cubin and Senators John Barrasso, Craig Thomas, and Malcolm Wallop. 

Since 1932, the Wyoming Contractors Association has been the most widely respected construction trade association in Wyoming and as Executive Director Katie has grown that reputation by helping expand the WCA’s presence and strengthen its voice.  Legerski has been particularly active in workforce development by lobbying for state career training education initiatives as well as being a member of the Wyoming Workforce Development Council.

Joe Spiering, Communications and Government Affairs 

Spiering was born and raised throughout the Big Horn Basin on the doorstep of Yellowstone National Park.  He graduated in the first class of Wyoming Catholic College based in Lander with a BA in the Liberal Arts.  After a stint in Journalism, he worked as Press Secretary for Rep. Cynthia Lummis and Communications Director for the Congressional Western Caucus in Washington, D.C.

Spiering now handles internal and external communications for the association, covers WCA Committee meetings, is a registered lobbyist at the state level, and handles member recruitment.  He and his wife Rachel, the rock in his roll, live in Cheyenne along with their baby daughter Catherine.  Spiering is currently enrolled in EMBA classes with the University of Wyoming and will graduate in August, 2019.

Erin Lamb, Member Services and Events  

Erin joined the Wyoming Contractors Association (WCA) staff in 2014 handling various members services and coordinating WCA events.  A native of Cheyenne, Erin graduated from the University of Wyoming in 2015 with a Bachelor’s Degree in Business Administration as well as previously holding Asssociate’s Degree in both Accounting and Business Administration from Laramie County Community College (LCCC).  Additionally, Erin provides administrative services to the WYCA-Casper Chapter and holds a Board of Directors position for the SkillsUSA Wyoming Chapter.  Erin also attends annual advisory meetings for the Construction Management program at LCCC.  Pheasant Hunting is one of Erin’s passions and was introduced to WCA’s schedule of events in 2015, with a second annual hunt added in 2018.   Hunting, fishing, camping, and motorcycle riding keep Erin busy outside the office and allows for great conversation at monthly WCA networking events.  Erin lives in Cheyenne with her boyfriend – Chad, daughter – Mya, and two black labs – Buckley and Tess.
